The things they do to UI has nothing to do with your ability (or inability) to warp at 0 in auopilot. They won't let you autopilot to 0, because this will encourage AFK-playing. People who actually sit on their computers must get some sort of bacon (reward) for doing so, compared to afk'ers, and warping to 0 is that bacon. Think of it this way; Concord has a regulation stating that capsuleer piloted ships should warp to 15km away from gate when autopiloted, for security reasons.
