you're aware this is not an UI issue but a gameplay issue, right? The things they do to UI has nothing to do with your ability (or inability) to warp at 0 in auopilot. They won't let you autopilot to 0, because this will encourage AFK-playing. People who actually sit on their computers must get some sort of bacon (reward) for doing so, compared to afk'ers, and warping to 0 is that bacon.
Think of it this way; Concord has a regulation stating that capsuleer piloted ships should warp to 15km away from gate when autopiloted, for security reasons. |

you can see that the version info of the manual patch matches that of patchnotes (Build 259851 to 264377) see patchnotes: http://www.eveonline.com/updates/patchnotes.asp?patchlogID=227
use manual patcher at your own risk, at worst case scenario, use repair tool and fix the client (still faster than waiting for the client to patch itself when server comes back online)

HOW THE HELL do i download this patch? its not doing it automatically and theres not one in the 'EVE Patches'

In theory it should work (it always worked before), the only case it will not work is that if they change the patch codes while conducting server-side tests, therefore changing the build version.
Even if the worst case happens, using client repair tool will fix your problem by downloading an additional 10-20Mb.
